Smaller fireworks should be at the front, with bigger ones further back, making sure to leave plenty of space from where your audience will be stood.

It's really important to set up in daylight to make sure you get everything where it needs to be. Leave it until it gets dark and you'll be tripping over fireworks and feeling stressed.
